The Presidential elections in Egypt: physical attacks, bureaucratic obstacles, and prevention of issuing endorsements for Ahmed Tantawi

Law and Democracy Support Foundation monitored Today, Policemen in civilian clothes physically assaulted and threatened a number of the potential candidate Ahmed Tantawi’s supporters to prevent them from signing candidacy endorsements* for him.

We also monitored Some Notary offices across different provinces and continued to refuse to issue endorsements for Ahmed Tantawi.

The foundation also noted significant bias and lack of neutrality in many Notary offices across Egypt, they gave the priority to issue endorsements for the current president while obstructing supporters of potential candidate Ahmed Tantawi. Instances of financial bribes to citizens were observed within some of “Mostkbal Watan” Party headquarters.
It’s worth mentioning that the National Elections Authority issued a statement yesterday, Thursday, denying any violations, biases, or harassment. In contrast, the potential candidate Jamila Ismail’s campaign criticized the Authority’s statement, and called the National Elections Authority to take actions against documented violations.

Researchers relied on direct interviews with violation victims and the forms published on the foundation’s social media pages to monitor and document the infringements.

The foundation observed the following:

1- Refusal to issue endorsements in Notary offices:

The foundation documented 14 cases of refusal in Notary offices around Egypt, including six in Cairo, one each in Dakahlia, Helwan, Giza, Qasr El Aini, Heliopolis, and Obour. Additionally, one case in Suez at “Aleman” Street office, two cases in Sohag at the Al-Asirat office, and one case in Aswan at Kom Ombo office. Finally, one case in Asyut at “Forty – Alarbien” office.

2- Physical attacks, arrests, Citizens inspections without legal cause, and clashes with Tantawi supporters:

The foundation reported police men, including the head of investigations in Delengat police station, and thugs attacked Tantawi supporters in Delengat Notary office in Buhaira, which let to injuriy some of Tantawi’s Supporters. Including one of Tantawi’s camping coordinator who has been injured and his mobile has been stolen.
In the front off “Chamber of Commerce” Notary’s office some thugs attacked Tantawi’s supporters which led to transfer some of them to hospitals for treatment.
Moreover, a police Man and thugs attacked a citizen and his wife in “Morkbat” Notary’s office in Mansoura governorate.

Finally, a police man beat a citizen and treated him in Heliopolis Notary’s Office and prevented him from issue an endorsement for Tantawi.

3-Discrimination and lack of neutrality by Notary’s offices employees:

Four Notary’s offices intentionally delayed and obstructed those wanted to issue endorsements for Tantawi.
Complaints were reported from Tantawi supporters in Hurghada, the Rommel Notary’s office in Alexandria, Ayat office in Giza, and Bab El-Sharqia office in Cairo.

At the same time, these offices quickly issued the endorsements for Sisi’s supporters.

– Forcing citizens to authorize for Sisi:

The foundation documented some policemen arrested some of workers in “Alsagha- goldsmiths” area in west Cairo, and forced them to go to Notary’s offices and issue endorsements for the current president Abdelfattah Al-Sisi.
*According to Egyptian law, presidential candidates must secure endorsements from 20 MPs or 25,000 registered voters across at least 15 governorates, with a minimum of 1,000 endorsements from each governorate.
